About the Company

My client are a global Biopharma group with a state of the art campus in Dublin. They are moving their compliance operation to Dublin and looking for an experienced compliance analyst to lead their Global import and export regulation requirements.

About the Position

The Senior Trade Compliance Analyst will serve as a primary point of contact for internal and external inquiries on Global import, export, and trade regulations. This position will assist Global Trade Compliance Manager in ensuring compliance with applicable company policies and regulations while ensuring the expeditious flow of international trade.

Key Responsibilities

  • Determine tariff classification, country of origin, ECCN, dual use and value information declared to Customs authorities. 
  • Expert on Customs regulations in Great Britain and the EU with the ability to learn other countries’ regulations as required
  • Manage compliance with preferential and non-preferential trade, duty suspension and drawback programs 
  • Support daily import and export clearance operations.
  • Audit documents to ensure import/export shipments utilize the correct information on the shipping documentation and Customs declaration.
  • Assist Trade Compliance manager in preparing Customs reconciliations.
  • Audit and manage import and export recordkeeping practices to ensure compliance with Corporate policy and regulations of all government agencies.
  • Monitor the designated Regional Customs Brokers and evaluate adherence to their Brokerage SOP and metrics. R
  • Monitor and report on trade compliance effectiveness, identify gaps, advise on local risk and manage mitigation of these risks
  • Effectively interact and respond to all government inquiries in a factual and timely manner
  • Assist and maintain Trade Compliance Manuals, policies and procedures, SOPs, and trade compliance guidelines
  • Provide training to other functional groups on import/ export requirements
  • Provide assistance to company sites, suppliers, and customers in the continuous improvement of their compliance functions
  • Assist in global and/or regional compliance projects/programs
  • Research and make decisions regarding Regional Customs and other government agency requirements for Pharmaceuticals products and develop process maps where applicable
  • Research and make decisions regarding Regional Customs and other government agency requirements for Pharmaceuticals products related to mergers, acquisitions and divestitures and develop process maps where applicable
  • Monitor EU and UK Customs Legislation
  • Monitor export shipments within the region for compliance, end-use statements, embargos, anti-boycott, review denied party hits, remove holds, etc.
  • Assist Trade Compliance Manager in ensuring compliance with company C-TPAT program and identify opportunities for expansion of the program into the EU

Experience/Requirements

  • Bachelor’s Degree in Supply Chain, Logistics, International Business, Finance or similar
  • 5 years in global/EMEA Trade Compliance experience, preferred
  • In-Depth knowledge in import/export classification, Country of Origin determination, Free Trade Agreement qualification, and excellent training and overall communicating skills.
  • Expert knowledge of EMEA Customs Regulations, Health Authority importing regulations, Veterinary, EAR & Census Trade requirements.
  • Experience using SAP or equivalent ERP system
