About the Company

Our client is Ireland's national water utility and they are responsible for providing water and wastewater services throughout Ireland.

About the Position

Reporting to the Tactical Buying Team Lead, the Buyer will execute procure to pay activities and endeavor to build and maintain both internal and supplier relationships. They will provide critical support for the procurement of goods and services across a range of categories in compliance with relevant Procurement policies and procedures. 

Key Responsibilities

  • Manage all tenders and mini competitions from existing Frameworks
  • Provide guidance and support to tender owners in the development of a tender strategy
  • Ensure tenders are delivered in compliance with internal procurement procedures & EU Procurement Regulations
  • Responsible for tracking non- compliance and accurate reporting of sole source and emergency procurements.
  • Contribute to the overall Supply Chain savings targets
  • Manage all PRs and POs and to ensure compliance with the procurement process
  • Ensure PRs are processed within KPI and CPAs (Contract Purchase Agreements) are linked to PRs to capture spend under contract
  • Support the Procure to Pay process through Continuous Improvement initiatives
  • Support Colleague Engagement initiatives and deliver colleague engagement Procure to Pay knowledge sharing roadshow programs
  • Schedule regular supplier engagement meetings to listen, build relationships & resolve supplier procure to pay queries, influence and support on-boarding of suppliers to the iSupplier portal 
  • Central point of contact for all Procurement related queries on the end to end Procurement process
  • Assist the Procurement team with any other administrative or sourcing related procurement activities

Experience/Requirements

  • Relevant third level qualification, and at least 5 years’ buying experience in a Procurement function within a large organisation.
  • Sound understanding of EU Procurement regulations
  • Professional qualifications in Procurement, Supply Chain or similar is desirable
  • Strong business acumen, communication and negotiation skills
  • High level of knowledge of relevant commercial legislation and regulations for procurement of services and goods for Utility businesses
  • Proven ability to create good working relationships
  • PC skills required: extensive use of Microsoft Excel and Word and experience with procurement software
  • Experience with Oracle purchasing system – desirable
  • Ability to assess and execute programs, policies and initiative operational needs.
  • Experience in developing and maintaining effective strategic partnerships with key stakeholders both internally and externally
