Buyer

The Tactical Buying team within Transaction Services is responsible for providing Procurement support to the group of companies. Reporting to the Tactical Buying Team Lead, the Buyer will execute procure to pay activities and endeavor to build and manage both internal and supplier relationships. They will provide critical support for the procurement of goods and services across a range of categories in compliance with relevant Procurement policies and procedures. Maintaining accuracy of spend under contract is critical to these roles, ensuring accurate spend reports by category when issued to Supply Chain colleagues.

Duties and Responsibilities

Demonstrate good knowledge and conduct efficient execution of procurement processes. Provide accuracy of spend under contract, by mapping PO’s to Contract Purchase Agreements timely and accurate. Working with Contracts Owners, further improving spend accuracy under contract. Ensure adherence to Strategic Sourcing and Category Management processes. Support the tendering process to ensure full compliance, value for money and suppliers meet agreed procurement terms and conditions. Highlighting spend by category flowing through Oracle and ensuring all spend is compliant to Procurement Policy. Run tenders to close the loop on any potential gaps by category. Drive continuous improvement procurement initiatives as appropriate. Ensure purchasing activities comply with Purchasing Procedures. Manage approved suppliers lists and build knowledge of supplier base. Establish and maintain relationships with suppliers, internal and external customers. Support Supply Chain colleagues with savings, PO’s and low value tenders by category. Support Integrated Assurance by recording non-compliant and non-competitive contracts & spend, including Sole Source & Emergency awards.

Knowledge, Skills and Experience:

Professional qualifications in Procurement, Supply Chain or similar is desirable. Minimum of 3 years’ buying experience in a Procurement function within a large organisation. Strong business acumen, communication and negotiation skills. High level of knowledge of relevant commercial legislation and regulations for procurement of services and goods for Utility businesses. Proven ability to create good working relationships. PC skills required: extensive use of Microsoft Excel and Word and experience with procurement software. Ability to assess and execute programs, policies and initiative operational needs. Experience with Microsoft Office suit, proficient in Word, Excel and PowerPoint to deliver reports. Experience with Oracle purchasing system. Experience in developing and maintaining effective strategic partnerships with key stakeholders both internally and externally.
