Assistant CEO | Public Sector | Healthcare Brightwater Executive have been retained to appoint an Assistant CEO (*ACEO) for a public sector healthcare organisation. Reporting to the CEO, the ACEO will ensure the efficient and effective management of all national operations and services, to deliver the targets set out in the organisation’s strategic plan. Part of the Senior Management Team, the position also plays a key role in risk management and contributes to the development and implementation of organisational strategies, policies and practices. Experience within intellectual disability care is essential for this appointment The ACEO will give leadership direction to the ongoing development and transformation of services in the region, partnering with multiple stakeholders and managing in a complex and demanding regulatory framework. It is also an opportunity to make a proactive corporate contribution to the strategic management and development of the overall service organisation Responsibilities: • Work with the CEO to develop and implement the Service Plans and Service Level Agreements entered into with the HSE. • Ensure that proposals for new services are developed in a timely manner for submission to the HSE and that they address wider service development issues associated with changing needs and national standards eg school leavers, new admissions, new services • Support the CEO in the overall management, risk and governance of the Dublin Services and effectively with the Director of Quality, Risk and Safety. • Ensure the roll out on National Policies across the Service, including the implementation of the plan for De-congregation, New Directions oversight, Individualised Funding initiatives and Slaintecare. • Chair the Admission, Discharge and Transfer Committee for the region. • Manage Day and Residential Services and represent the Service on Steering Groups • Manage the oversight of the implementation of National Policies and development around Childrens Services eg Progressing Childrens Disability Network • Ensure that services are delivered in a manner that is compliant with HIQA Standards and Regulations • Full accountability of a comprehensive range of support services for people their families/carers • Build and sustain an effective working relationship with the HSE at multiple levels • This role cooperates and coordinates with the other Director level roles within the organisation. • Accountability for the delivery of Organisational services within the region • Ensure a close working relationship with all members of the Service Executive but in particular the Directors of Finance and Human Resources and Director of Governance, Planning & Strategy in relation to development issues, funding, staffing implications and compliance. Essential: • A minimum of 8+ years’ experience in a senior management role in a healthcare environment similar to intellectual disabilities care environment • Previous experience and understanding of the HIQA regulations • Successful track record of planning and delivering major organisational change programs • Experience of clinical and / or corporate governance. • An appropriate 3rd level qualification (at least level 8 or equivalent) preferably in a health services management or related area. • Masters level qualification in relevant field • Demonstrate a track record in effective leadership in a challenging environment and an aptitude for strategic thinking • Demonstrate evidence of effective planning and organizing skills including resource management. • Demonstrate leadership and team management skills including the ability to build relationships and work with multidisciplinary teams.
